As I said then, FIRST (which stands for For Inspiration and Recognition of Science and Technology) was founded by inventor Dean Kamen and MIT professor Woodie Flowers back in 1989, before most students now applying to MIT were even born. The goal of FIRST, broadly speaking, is to inspire students towards a lifelong devotion to science, technology, and engineering. FIRST works something like this: every year, in January, a star-studded team of engineers on the Game Design Committee unveil that years game to the 37,000+ students on 3,000+ teams in 12 countries worldwide. The games change every year, but always certain things remain the same: two alliances of three robots each compete against each other on a small, enclosed field, roughly the size of a small basketball court. The robots are based off of common kits to which teams add their own modifications and designs (subject to a sort of salary cap meant to mitigate economic, rather than engineering, advantages). Teams then have six weeks to conceive, design, and build their robots, which are then sent out to at least one of 57 Regionals across the world. Then, at Regionals, theyll compete against a field of dozens for the chance to qualify for the Championship Event in Atlanta Last weekend, I attended the Championship in Atlanta. Though I attended primarily in a private, rather than professional, capacity my old team, of which my father is a mentor and brother a member, was representing the Granite State Regional there I did work with Tiffany Meertins, our Assistant Director of Special Cohorts, on some Admissions stuff while I was there. You may have seen me dashing about, swapping blue Team 1073 shirts for gray and maroon MIT shirts depending on whether I was cheering my pals in the pits or cheering MIT on Scholarship Row. So what is Championship like? You have to be there. But if you havent been there, this is the next best thing: The field was set up in the Georgia Dome: Championship has 5 fields, named after famous scientists. Newton, Archimedes, Curie, and Galileo are the qualifying fields. ~80 teams play essentially an entire regional in two days on these fields. Then, the winning alliances from all three fields go on to the Einstein field for the championship. The award was introduced by Dean, but then a surprise address was given by Arne Duncan, the Secretary of Education of the United States: Secretary Duncans appearance was a wonderful example of this administrations devotion to Science, Technology, Math, and Engineering (STEM) initiatives. The Championship opened with Dean reading a letter from President Obama, and the Closing Address was given by Charles Bolden, a former astronaut, current administrator of NASA, and a longtime supporter of FIRST. Finally, after two long days of qualifying matches, the playoffs rolled around on Saturday. My team had made it into the divisional semifinals on the Newton Field. Our alliance was high-powered, comprised of the winners of the Granite State Regional (Team 1073, The Force Team, from Hollis-Brookline New Hampshire, captained by Kat Struckman, MIT 14), Boston Regional (Team 1922, Oz-Ram, from Weare New Hampshire, captained by Mike Klinker, MIT 14), and Hartford Regional (Team 102, the Gearheads from New Jersey). Unfortunately, we were eliminated in the divisional semifinals after an incredibly tough match. In a best of three series, we tied, tied, lost by one, and lost by one. However, the alliance that won the Newton Field Teams 67, 294, and 177 went on to annihilate everyone on the Einstein field, including an epic final matchup against the eventual runners up alliance, which included Team 469. Eventually, Noe removes Oscar’s silhouette from view, and the camera hovers like a ghost over Tokyo in a fantastic out-of-body visual display. The swooping and soaring camerawork perfectly transcribes the feeling of Oscar’s spirit flying through the luorescent lights and towering skyscrapers on the Tokyo skyline. There is a dreamlike quality to this camera view, and Noe masterfully mesmerizes the audience with a psychedelic display of colors, lights, and movement. Noe is able to create a visual beauty and sense of spirituality through the help of computer-generated imagery, even allowing the audience to share Oscar’s experience hallucinating after smoking DMT. Noe experimented with hallucinogens in his youth, and his experiences had a profound influence on the visuals in Enter the Void. He would often reference paintings, photographs, music videos, and other films in order to describe his psychedelic experiences to his design team. As Oscar starts his trip, the screen transforms into a collage of brightly lit shapes and colors. The elaborate designs and images incorporate the audience into Oscar’s character, a lost and troubled youth, and we experience his thoughts and viewpoint first hand. Noe experiments with a new language of film, as the various textures and morphing images he uses are essential in achieving a 3D feeling without any glasses. Noe constantly breaks from the typical conventions of film, as he simultaneously combines experimental visuals with obscure POV-styles. When filming the camera shots hovering over Tokyo, Noe combined studio scenes, helicopter shots, and computer-generated imagery into one so the audience could not tell them apart. The dreamlike world of Enter the Void was achieved by accentuating the neon lights, reflections, and dark areas of Tokyo. Noe even experimented with motion blur, chromatic aberration, and focus effects to create the mysterious flickers that add to Tokyo’s sleazy psychedelic environment at night. Noe’s visuals and unique storytelling methods definitely show similarities to his favorite film, 2001: A Space Odyssey. The light corridor scene in 2001: A Space Odyssey clearly influenced Gaspar Noe, as Noe re-creates the same feelings of amazement and mystery that come from special effects, camera movement, and lighting. Noe’s work has also been compared to Austrian filmmaker Michael Haneke, as they both have created experimental works that distort the formal elements of film, often in a frustrating, cruel, and provocative way. Enter the Void is effectively able to draw the audience into the film through personal relationships with the characters, but it is the film’s fascinating use of visuals and CGI that makes it hold meaning with the audience on a spiritually mesmerizing level. Overall, Enter the Void is a phenomenal work that recognizes the experimental side of film, as it combines an unconventional plot, daring POV-styles, and outstanding computer-generated imagery. Gaspar Noe masterfully combines digital effects with unique cinematic techniques, and as a result Enter the Void is a mind-altering experience that constantly challenges our theories on life, death, and the spiritual. Noe breaks away from the usual conventions of film, and this gives him the freedom to embrace his creativity, and follow his true passions. The Fed and Interest Rates Dave Pettit of The Wall Street Journal writes a daily column that appears inside the first page of the journal's Money & Investment section. If the headlines of Mr. Pettit's daily column are any accurate record of economic concerns and current issues in the business world, the late weeks of March and the early weeks of April in 1994 were intensely concerned with interest rates. To quote, "Industrials Edge Up 4.32 Points Amid Caution on Interest Rates," and "Industrials Track On 13.53 Points Despite Interest-Rate Concerns." Why such a concern with interest rates? A week before, in the last week of March, the Fed had pushed up the short-term rates. This being the first increase in almost five years, it caused quite a stir. When the Fed decides the economy is growing at too quick a pace, or inflation is getting out of hand, it can take actions to slow spending and decrease the money supply. This corresponding with the money equation MV = PY, by lowering both M and V, P and Y can stabilize if they are increasing too rapidly. The Fed does this by selling securities on the open market. This, in turn, reduces bank's reserves and forces the interest rate to rise so the banks can afford to make loans. People seeing these rises in rates will tend to sell their low interest assets, in order to acquire additional money, they tend move toward higher yielding accounts, also further increasing the rate. Soon this small change by the Fed affects all aspects of business, from the price level to interest rates on credit cards. Rises and falls in the interest rate can reflect many changes in an economy. When the economy is in a recession and needs a type of stimulus package, the Fed may attempt to decrease the interest rates to encourage growth and spending in the markets. This was the case from 1989 until last month, during which the nation's economy was generally considered to be in a slight to moderate recession. During this period the Fed tried to keep interest rates low to facilitate growth and spending in hard times. However, when inflation is increasing too quickly and the economy is gaining strength, the Fed will attempt to raise rates, as it did late last March. This can be considered a sign that we are pulling out of the recession, or atleast it seems the Fed feels the recession of the early nineties is ending. Directly after the Fed's actions, the stock market was a mess. The Dow took huge dips, falling as much as 50 points a day. Although no one knows exactly what influences the market, the increase in interest rates played a major role in this craziness. Mr. Pettit's column on March 25th highlights, "Industrials Slide 48.37," Mr. Pettit attributes a large portion of the market's "tailspin" at this time to, "Rising interest rates at home." It is certainly no coincidence that these two events happened at the same time. Alan Greenspan, the current chairman of the Fed comes under great attack and praise with every move the Fed makes. He is, in a sense, the embodiment of the Fed. He has been in charge of the Fed since 1987. Some economists blame him for the recession of the early nineties. His influence on the interest rates as chairman of the Fed is monumental. It is his combined job as the Fed to steer the economy in a balanced manner that does not yield too much to inflation and to keep growth steady. Predictably, most economists are back seat drivers when it comes to watching the actions of Allen Greenspan, and they tend to feel they could much more successfully manage the economy than he. Many also agree with his tactics, so it is a two way street on which the chairman is forced to drive. It seems that not only the analysts are in disagreement of how the fed should operate, but interestingly enough, the internal policy makers seem to also disagree on what stance the Fed should take. Some of the internal policy makers are interested in making a more substantial increase now, while others opt for a more conservative approach, where the market can be tested for both good and bad influences from the rate increases. Not only are they cognates, but they used to mean the same thing- and politics is descended from the same word as well. That word is polis, the Greek term for a city as well as for the concept of the city-state and the body of citizens who constituted that state. This word became the basis for a number of compounds, including acropolis, which means â€Å"upper city† but refers to the fortified heights of a city. (The prefix acro- is also seen in such words as acrobat, which literally means â€Å"high dancer,† and acrophobia, which pertains to a fear of heights.) Acropoles in ancient Greece were generally located the first inhabited part of a settlement (chosen for its defensive properties and therefore the location of the community’s citadel); the Acropolis of Athens is the exemplar of such locations. Another term is metropolis (literally, â€Å"mother city†), originally denoting the capital or principal city of a province but now used to describe any major city. The adjective metropolitan describes the characteristics of a city, often including its underground railway system, which is sometimes abbreviated to metro, but the word also serves as a noun for a Greek Orthodox bishop who oversees other bishops and for the see, or seat, of his administration. Megalopolis, featuring the prefix mega-, meaning â€Å"great,† is the name of an actual city in Greece but also refers generically to an especially large city or a cluster of cities- technically, one with more than ten million people. Enforcers soon came to be called police, as well as policemen (later, policewomen was adopted for female officers, and the neutral term â€Å"police officer† now prevails for all personnel), and the word also became a verb describing the action of law enforcement or the keeping of order in general. (Later, policier came to describe a novel, film, or television program dealing with the solving of crimes.) The two meanings of policy apparently come from different sources. The sense of â€Å"approach† or â€Å"way of management† derives from polis, but the word for an insurance contract may stem from the Latin word apodexis, meaning â€Å"proof.† However, politics, politician, and other such words pertaining to public affairs also derive from polis. Some contradictory findings are also presented in this article. These findings suggest that though optimism may have a short term positive effect on health, it causes long term negative changes in the immune system due to unrealistic attribution style (Schofield  et al, 2004 & Tomakowsky  et al, 2001). The article also includes research that highlights the coping skills which optimists tend to use. Summarizing the fin dings of these studies; such coping styles include: acceptance of situation, positive assessment of situation and use of humor to lighten up the situation. Next section of the article deals with the impact of optimism on quality of life. Many studies have been reviewed by the authors in this regard. The findings of these studies suggest that optimists usually enjoy a better quality of life as compared to pessimists and score high on the physical as well as mental health related quality of life measures. The article further pursues the role of risk perception in optimism related physical and mental health. Most studies in this context revealed that optimi sts tend to perceive themselves as not being at risk or facing very little risk of diseases (McKenna  et al, 1993). Police Use of Force | Essay There have been several issues concerning the policies that underline the use of force within the field of law enforcement. Favorable opinions, negative objections, and indecisive feelings about the use of force have varied throughout the public as well as within the criminal justice system when it comes to this policy. For a number of years, it has been extremely difficult in determining the proper definition of what is considered to be the use of force or the proper use of force, especially in regards to law enforcement. Ironically, there have been dozens of studies on police and the use of force and research concluded that there is no single accepted definition. Must police use force? Not only should the answer to this question include the circumstances surrounding the situation but it should also include the amount of force able to be used in each unique situation. This question will especially benefit a police officer when determining the amount of force that should be exerted on criminal suspects. Overall, in order for one to fully understand the various definitions of use of force, one must be able to appreciate the background, causes, and ways to reduce the use of force. The basic problem with use of force is the lack of routine, national systems for collecting data on incidents in which police use force during the normal course of duty and on the extent of excessive force and when force should be applied and how much. According to Buker (2005), the term, use of force, describes a right of an individual or authority to settle conflicts or prevent certain actions by applying measures to either: dissuade another party from a particular course of action, or physically intervene to stop them (pg201). Police are granted the authority to use force and being able to use force this is characterizes one of the most misconstrued powers granted to commissioners of the government. Law enforcement officers may define the use of force as, taking all actions to bring a hostile situation to a more manageable status. Adler (2007) found as leading police historians have demonstrated, early law enforcers worked in a hostile environment. Established during an era of soaring violence, when riots were commonplace and when social divisions cleaved cities into competing neighborhoods, American policemen, in Chicago and elsewhere, faced a daunting task. They were expected to maintain order, yet they lacked legitimacy and remained shackled to a partisan, often corrupt, institutional structure in which they were encouraged to use their influence and muscle for overtly political tasks, such as safeguarding their patrons and quelling labor unrest. All the while, American law enforcers battled to command respect and to control the streets. Types of Force There are several interpretations as to what is considered an excessive amount of force, which can vary from using bean bags guns, chemical spray, or batons. When these items are used inappropriately or excessively one may say this is using an excessive amount of force. However, since they are non-lethal they can be seen as reasonable use of force. Therefore, the amount of force a police officer uses does not solely depend on him or herself, but his or her discretion. Every situation that possibly involves the use of force is unique. Situations may be similar or seem to mirror one another, but no situation is the same. By situations varying from the differences in people, regions, beliefs, and backgrounds to tailor a particular definition, create certain guidelines for the use of force is difficult. Some people believe police should not have the power to use force, no matter what the circumstances may be. They believe everything can be solved along peaceful stipulations in which no o ne can be injured or killed (Ng, 2009). Then you have others who understand that in some situations, force is not only necessary, but is required, if serious, injury or death is avoided (Rahtz, 2007). When handling a certain situation police officers have a variety of force options from which they can choose. Officers have been granted the authority to use both physical and mental force to solve crimes and detain criminals. At certain times criminals can be very cooperative when being arrested, so there is no need for physical force the mere presence of the officer is enough to gain their control. When criminals are no so cooperative, the first step would be verbal commands, going forward the next stage to detain a criminal, would be the compliance hold which means applying physical force, which may be followed by the use of non-lethal weapons such as the baton or tasers. The last result would be resorting in applying deadly force, which by all means should attempt to be avoided unless considered necessary (Douthit, 1975). It is widely regarded that the police in any given society have a difficult job to fulfill. Dealing with criminals and placing themselves in harms way on a day to day basis is definitely an admirable calling. Although seen as difficult, there is an underlying sentiment in the general public that the job of law enforcement officers is relatively straightforward. Police are faced with tough moral decisions daily. They are to decide when and how to act when presented with violations of the law. When the use of force exceeds that which is necessary to accomplish their lawful purpose, or when their purpose is not lawful apprehension or self-defense but, rather personal retaliation, it is defined as excessive use of force and is unethical and illegal (Pollock, 2010). According to the United States Department of Justice (2008) the Bureau of Justice Statistics (BJS) in Data Collection on Police Use of Force, states that the legal test of excessive force is whether the police officer reasonably believed that such force was necessary to accomplish a legitimate police purpose. However, there are no universally accepted definitions of reasonable and necessary because the terms are subjective and totality understood. A court in one jurisdiction may define reasonable or necessary differently than a court in a second jurisdiction. More to the point is an understanding of the improper use of force, which can be divided into two categories: unnecessary and excessive. The unnecessary use of force would be the application of force where there is no justification for its use, while an excessive use of force would be the application of more force than required where use of force is necessary (pg3). Causes According to Alpert Smith (1994), a major cause of overuse of force, possibly leading to police brutality is the belief that police officers are soldiers in a war on crime. The war mentality impulses are to do certain things that would not be allowed under normal conditions. Police adopt this mentality because of citizens, whose fear of crime has reached an all-time high, and because of politicians, who publicize the notion that tough cops prevent crime (pg127). Most suspects are compliant and require no more than a guiding arm, but those who refuse or resist, and occasionally those who do not, may provoke a forcible response. Subjects of police uses of force often respond with allegations of law enforcement brutality. Sometimes these allegations are baseless, a product of misunderstanding what might justify lawful force or of false accusation (Matthew, 2006). Other times they represent a just demand for recognition and redress for damaged bodies and spirits. The dilemma, according to Rahtz (2003), is the lack of a clear agreement on what constitutes legitimate use of force. The public, as well as the police, understand that in some situations, force is not only necessary and unavoidable, but is required, if serious injury, death or destruction of property is to be avoided (pg136). When dealing with civilian suspects and the amount of force a police can apply during an arrest it places them in a very shaky situation. When police officers make decisions and choices based on the current situation without referring to any policies and procedures, just by following ones own judgment this is called discretion (Douthit, 1975). This gives the police leeway as to when force is necessary and when it is not, within certain guidelines. For instance, a policeman cannot beat up a man for robbing a store. But, if the robber battered someone in the process of the robbery the policeman could. He could do this because there was a clear threat of danger to himself or to another officer or human being. Police must take the precise course of action to fit the circumstance, because if they are too lenient or to forceful, even when dealing with the pettiest things, they can be chastised by superiors and the public. It seems as if the use of force issue has not been taken very serious through legal aspects. Police officers are rarely reprimanded; if the officer is charged with excessive use of force the charges are nearly exonerated. This causes questions to be raised, why is it that law enforcement officers get special treatment? One may say officers charges are exonerated because; when officers are placed in a precocious situation they use their knowledge of past precedent to be excused with their force actions which may be excessive aggression. Notorious Cases of Police Brutality In 1991 a horrified videotape was broadcasted nationwide, capturing California police officers brutally beating a motorist by the name of Rodney King. This case has had a tremendous effect on law enforcement. This case caused an investigation by a special commission to see whether the brutality was extensive within the police force (Engel, 2008). Another case of police brutality happened in Brooklyn, NY a citizen by the name of Michael Mineo claimed he was sodomized with a baton by police officers. The case of Sean Bell is a case that many will remember Bell was killed on the morning of his wedding day outside of a strip club in Queens, NY. Bell and a few of his friend were out at a strip club celebrating his wedding, not to long after leaving the nightclub, Bell and his friends were confronted by a plainclothes undercover officers who did not identify themselves as officers. Bell sped off in the car and the plainclothes undercover officers let off 50 rounds into Bells vehicle, killi ng him and severely injuring his friends (Engel, 2008). Several political leaders such as Al Sharpton and the NAACP tried to fight for some justice because the outcome of this case did not seem like a feasible amount punishment. The officers were charged with manslaughter, reckless endangerment and assault but were all acquitted. On November 29, 2008, a 15-year-old girl was beaten by two King County Sheriffs Department deputies. The video shows deputies as they escorted the girl into the holding cell, when the deputies asked her to remove her shoes, and, as she slipped out of her left shoe, she appeared to kick it at the deputy. The deputy then lunged through the door and kicked her, striking either her stomach or upper thigh area, he smashed her head against a corner wall before flinging her to the floor by her hair.
